Model Land Use Code Colorado’s Small Communities

Co-authored the development of the first Model Land Use Code for Colorado’s Small Communities in conjunction with the Colorado Department of Local Affairs (DOLA) and the Town of Frederick, Colorado. 

  • This groundbreaking document provided updated land use standards for small communities statewide.  Contents included the following: Annexation, Zoning, Subdivision, Community Design Principles, Vesting, Enforcement, Sign Regulations, Floodplain Areas, RV Parks, Historic Preservation, and Manufactured Housing.  In addition, the Model Land Use Code included a Workbook for elected and appointed Planning Commission and Board Members to be able to effectively evaluate development proposals. The Model Land Use Code for Colorado’s Small Communities has been utilized by nearly 200 communities statewide and their consultants. The Code received a Smart Growth award from the American Planning Association in 2004.

Arts and Entertainment District Strategic Action Plan
Downtown Development Authority - 
Longmont, CO

  • Partnered with Dana Crawford, Urban Neighborhoods, Inc. to oversee the development of the 2011 Strategic Action Plan for the Longmont Downtown Development Authority and the City of Longmont.
  • Oversaw the community outreach process and the development of the strategic action plan matrix, which was the foundation for the implementation strategies for development of the Longmont Arts and Entertainment District. 
  • The Strategic Action Plan and subsequent implementation strategies were instrumental in the ultimate designation of Downtown Longmont by the state of Colorado as one of Colorado’s first Creative Districts.​
